Dr. Zeinab Mostafavi is a specialist and researcher in higher education whose work focuses on accreditation and quality assurance, digital universities, e-learning, and academic leadership and management. She develops practical tools and theoretical frameworks aimed at improving the quality and governance of online and blended higher education institutions. She holds a Ph.D. in Higher Education Management from the University of Tehran, where her dissertation examined the design of an accreditation and quality-assurance model for universities. She also earned an M.A. in Educational Planning from the University of Tehran; her master’s thesis explored the relationships and multiple levels of interaction in Learning Management Systems (LMS). Currently, she serves as the International Quality Assurance Director at 21st Century Open University, where she is committed to ensuring and advancing quality in open and online higher education. Previously, she worked as the Internal Director of the Convergent Technologies Research Institute and Technology at the University of Tehran. She has also held positions as a quality-assurance specialist in the University of Tehran’s Supervision, Evaluation and Quality Assurance Office and as a consultant and external evaluator for Mehr Alborz University. As an educator, Dr. Mostafavi teaches courses in management, organizational behavior, and human relations; quantitative and qualitative research methods; e-learning; and quality assessment in higher education. She regularly conducts professional workshops on the ethical and responsible use of artificial intelligence in teaching and research. Her research record includes several Q1 (JCR) publications on topics such as accreditation models for e-learning higher education institutions, the development and validation of accreditation tools for e-learning providers, a systemic accreditation framework for digital universities (a modified Delphi study), competencies for online teaching assistants, and internal quality assessment in digital universities. She presented her work at CHER 2025 and serves as a reviewer for international journals in online learning (2025). Dr. Mostafavi’s honors include selection for two rounds of the National Elite Foundation program (2021 and 2022) and top awards for applied research at the 21st and 22nd Ministry of Science Research and Technology exhibitions. She is the author and translator of specialist books in higher education and e-learning and has contributed to dozens of national and international research projects, including updating quality assessment indicators for provincial higher-education oversight and designing accreditation models that emphasize the teaching–learning process in e-learning institutions. Her methodological strengths include advanced quantitative and qualitative analysis (SPSS, LISREL, SmartPLS, VOSviewer; MAXQDA, NVivo), mixed-methods and meta-analytic approaches, and expertise in research interviewing and integrative analysis. Her current research agenda centers on data-driven decision making in digital higher education, the design of adaptive and blended learning environments, and promoting diversity, equity, and inclusion through digital transformation. Tobia Magezi Omal is a dedicated Health Practitioner and Administrative Professional with more than 12 years of progressive experience in public health, healthcare management, and program coordination both within South Sudan and internationally. He holds a Master of Public Health (MPH), a Master’s in International Development (MAID), a Bachelor’s degree in Health Administration (BHA), and a Diploma in General Medical Assistance, in addition to 14 professional certificates. He is currently pursuing a PhD in Business Administration and Sustainable Development at the 21st Century Open University, USA. Throughout his career, Tobia has held key leadership positions in emergency response and long-term development initiatives.
